by ALEXANDER WELSCHER German President Frank-Walter Steinmeier was welcomed and greeted by German and British Eurofighters on his visit to Estonia. At the Ämari Air Base and during political talks in Tallinn, he reassured the Baltic states of Germany’s solidarity, protection and support. Taking off with a deafening noise from the runway at the Ämari Air Base, two fighter jets climbed into the blue sky over Estonia. First, a Eurofighter from the German Air Force, followed shortly afterwards by a British Eurofighter. Their joint mission: to protect and secure the airspace above the fellow NATO members Estonia, Latvia and Lithuania. For the first time, these German-British squadrons carried out patrols together in March and April, executing the NATO Baltic Air Policing mission – with one Eurofighter jet from each air force assigned to the collective task. The allied fighter aircraft can be tasked at any moment to react within minutes to threats or anomalies in the airspace above the Baltic states. The skills of the joint air force were put to the test just a few days after taking over the Air Policing operation together, as German and British pilots had to perform a routine interception of a Russian air-to-air refuelling aircraft flying close to Estonian, and thus NATO, airspace without communicating to the air traffic control. The incident happened just one day ahead of the visit to Ämari by the German President Frank-Walter Steinmeier on 15 March, who also got a taste of airspace surveillance upon his arrival to Estonia. His Airbus A319 was stopped in the sky by a GermanBritish alert squadron that clung to the right wing of the airplane and escorted it to its landing. However, there was no cause for concern as the entire operation was a practice run. The joint squadron has to conduct missions regularly, so they simply practised with Steinmeier’s presidential aircraft and pretended it had entered the airspace unauthorized. But the real-life scenario would not be much different: safeguarding the Baltic airspace is ensured by Quick Reaction Alert (QRA) operations, which scrambles NATO fighter jets when an unknown aircraft approaches or flies close to Baltic airspace without using a transponder signal, not communicating with air traffic control, or not having filed a flight plan. Most often, the interceptors are launched to visually identify Russian military aircraft that frequently make the run between the Russian mainland and the Kaliningrad exclave, which is wedged between Lithuania and Poland. Nowhere else do the armed forces of NATO and Russia come so close as in the international airspace over the Baltic Sea, which is less than five kilometres wide at its narrowest point. No increase in airspace violations NATO has been protecting the Baltic skies since 2004, when Estonia, Latvia and Lithuania joined the military alliance. Germany has long been involved in air surveillance missions and has deployed its planes in Ämari on nine occasions. Since the start of the Russian attack on Ukraine, the air policing become even more important, even though the war has not yet aggravated the situation in the airspace over the Baltic states. Most of the intercepts conducted by NATO over the Baltic Sea are routine. “We have no increase in airspace border violations. We also have no significant increase of the number of alarm starts that we do”, the Inspector General of Germany’s armed forces, General Eberhard Zorn, said in Ämari. According to the military, German Eurofighters have flown more than 30 alert take-offs and identified Russian military aircraft over the Baltic Sea during their nine monthlong air policing mission. Zorn, who was Chief of the Bundeswehr at the time, accompanied Steinmeier on his visit, during which the German head of state learned about his country’s air force mission and deployment. He was briefed on the situation and given an explanation of how the German-British cooperation to monitor and protect the airspace over the Baltic Sea works both in the sky and on the ground at the Ämari base, located about 40 kilometres south-west of the capital Tallinn. Steinmeier also observed a training alarm start before talking to German and British soldiers and having lunch with them in the troop canteen. “I am also here to express my heartfelt thanks to the soldiers for the mission they are performing”, the German President emphasized. Together with the United States and Britain, Germany is currently the largest troop contributor on NATO’s eastern flank, which spans from the Baltic Sea in the north to the Black Sea in the south. For the air policing mission, five Eurofighters and around 150 German soldiers had been deployed from August 2022 to April 2023 at the military base in Ämari. For the last two months, they were joined by a detachment of the Royal Air force to fly jointly with mixed aircraft, ground staff and pilots in a close cooperation concept called Plug-and-Fight that the German Air Force initiated with other Eurofighter nations. Combining and integrating fighter assets allows NATO allies to reduce logistical efforts and their detachment footprint, and also helps to further develop interoperability. “We stand by the side of the Baltic states” Before visiting Estonia, Steinmeier had previously been in Latvia and Lithuania as well as almost all other eastern NATO partners in 2022. The veteran politician, who took office as German President in 2017, is aware of their concerns and sensitivities. “Here in Estonia, here in the Baltics, people live just a few kilometres from the Russian border and we have to understand that there is a great fear that the Baltic states could also fall victim to a Russian attack”, he told German journalists in a hangar in Ämari. “Our presence here is all the more important – the military presence as well as the political presence.” Standing demonstratively in front of a Eurofighter, Steinmeier reassured the Baltic states of German military support and solidarity. “The message we are sending from here is very clear: NATO is ready to defend every square inch of its alliance territory”, he said. “We stand by the side of the Baltic states and we assure them that we will protect them. Germany can be relied on in this matter”. In Tallinn, he later added after meetings with Estonian President Alar Karis and Prime Minister Kaja Kallas, “Germany stands by its responsibility in NATO and in Europe. Our allies can count on that”. This clear commitment was highly appreciated by his Estonian hosts. “Germany’s importance in guaranteeing security in Europe cannot be overstated. It plays a central role in NATO’s collective defence, both on the battlefield and in making the necessary decisions”, Karis said, adding that there would be no functioning NATO or a strong EU defence policy without Germany. Similarly, Kallas hailed the German contribution in ensuring security in the Baltics. “The German presence in our region has become stronger and we value it highly”, she stated after a breakfast meeting with Steinmeier, adding that in a changing security environment everyone must do more and faster than before to ensure their own and the collective security. “German leadership is crucial”, Kallas underlined.
by ALEXANDER WELSCHER Estonia is a digital nation and the parliamentary election on 5 March once more proved it. A stunning 51% of the votes were cast online – making Estonia the first country in the world where electronic votes outscored physical paper ballots. In total, more than 313,000 voters opted for an e-vote, compared to over 301,000 voters who went to a polling station, according to data from the Election Commission in Tallinn. This set new records for both online and paper voting, and also brought the turnout to a new high – never before had so many people exercised their right to vote in a Riigikogu election. Estonia has long been seen as a pioneer in digitizing the democratic process and was the first country to allow online voting in political elections. While it is internationally considered controversial due to security concerns, e-voting has gained wide acceptance in Estonia. The number of citizens taking advantage of the undeniably convenient option of voting on their own electronic device has gradually increased since it was first introduced in 2005. Back then, only 1.9% of the votes were cast online at the local government election. Now the number has reached 50.98%. The many e-voters also included President Alar Karis and Prime Minister Kaja Kallas. The Estonian head of state submitted his digital ballot at a free internet point at Kiidjärvi Library in Põlva County. “Everyone is free to decide how they want to vote in the elections. I trust the e-state and e-voting as much as I trust all other e-services, from the bank to the tax office. My appeal is simple: go and vote!”, Karis wrote on Facebook after casting his e-vote. Similarly, Kallas also underlined how vital it is for every Estonian citizen to make use of their democratic right to vote. Personally, the Estonian Prime Minister and chairwoman of the liberal Reform party has favoured e-voting for many years now, casting her vote digitally via her laptop at a bookstore in Tallinn. “At the last election, I went to a polling station, which seemed so weird, because I had not done that for years”, she told Estonian Television after making her choice online in front of a crowd of onlooking reporters. Many voters of Kallas’ party traditionally also prefer e-voting, which became a game changer this time round. When the e-vote results were announced, the election results were flipped on their head and pushed the Reform party far ahead to a resounding victory. Among the reasons for this were especially Kallas’ strong stance on national security and her support for Ukraine. Voting experience, scepticism and the German factor However, not all Estonians are fans of e-voting – some voters prefer the traditional voting experience over the quick and easy online option. “Voting at home via the internet is a little boring. When you do it here, you feel that you are really doing it – you somehow have a better feeling”, said saleswoman Tanja (38) to the Baltic Business Quarterly at a polling station in a shopping centre in Tallinn. Several other respondents of various ages and genders also said they prefer the “old-fashioned way” of voting on paper. Some voters and couples who came to vote with their children said they wanted to show to their offspring how an election works in real life. However, in general they had nothing against e-voting – unlike several respondents who expressed doubts about the security and functional reliability of the internet voting process that has also become politicized. One political party – the right-wing populist Conservative People’s Party of Estonia (EKRE) – had discouraged its voters from using online voting and later also officially disputed the results. But its repeated effort to annul them failed.
Entrepreneur and CEO Arturs Burnins and his co-founder Arturs Nikiforovs, the company’s CTO, had the idea of developing platforms for sharing as well. The idea of establishing the company at that time was not without risks. On their way to becoming a successful start-up, the two took on several challenges because an earlier foundation of a different start-up was not successful. “We had reached a point where we wanted to quit everything and just start life all over again”, Arturs said during the interview. They shut down the earlier company with financial losses and little hope. Nevertheless, the two decided to give it one last try and submitted their idea to a local business competition. Despite poor results in the public votes, the professional jury voted the young start-up into the Top 3. From there, the company took off. An investor was particularly interested in their project, and three months later they launched their first shared mobility devices. Today, they are a provider that develops and optimizes their customers’ software and assists them in the whole process. To do this, ATOM Mobility offers different tools, including the app that the customers of shared mobility devices use to find nearby vehicles and pay for them. There is also the IT service app, which simplifies the management of individual vehicles. All problems and tasks can be managed through this app. Users can check when the tires need to be changed, where the vehicles are, as well as turn the lights on and off, or lock the device. Along with the management tasks, the ATOM Academy offers an internal teaching platform for customers to exchange ideas and benefit from knowledge and experience. Let’s dive deeper into the world of shared mobility. It is widely referred to as the future of urban mobility because of the wide-ranging advantages. Among other benefits, shared mobility leads to fewer vehicles in urban areas, which will minimize air pollution. In addition to this, there is the possibility to save material and space as not everyone needs a new car anymore. For short distances, people can turn to e-scooters or city bikes. The sharing economy encourages mobility beyond owning vehicles. Urban e-scooters, in particular, are experiencing a boom, and this dynamic market is shining with great potential for further development. By way of software and consulting, ATOM Mobility contributes to equipping 70 cities with modern mobility solutions. And the team keep expanding. While there were only two employees in 2018, the team of 15 now works with a diverse customer network in Europe. In the Baltic states and Germany, in Riga the hometown of ATOM Mobility, in Münster – the bicycle city of Germany – and many more. While the European market is being further exploited and professionalized, ATOM Mobility also wants to expand further in other parts of the world. When was Inbalance founded and what was the thinking behind the decision? It was in 2019 when we, the three co-founders of Inbalance, started the whole thing. We established the company and received a preseed round of investments from local investors and business angels, including the co-founder of Vinted Mantas Mikuckas. The decision was made because one of us at that time, Aurimas (co-founder), already had an electric vehicle, and the other co-founder Nerijus and I wanted to buy one too. But we faced huge problems and difficulties, as it was not so easy to build or find chargers in the places where we lived. There was a huge bureaucratic and technical issue, so we decided that we needed to simplify this process. We needed to create a service to help electric vehicle owners build their own chargers at home. Another issue was that the current grid was not made for such a huge number of electrical vehicles, also the lack of knowledge among the business community and the government was problematic. We found out that the energy sector was not adding new technologies to the grid, even though there were plenty of opportunities to improve it. We basically turned our personal problem into our business strategy. Can you give a short overview of the main tasks of your company? We are working in the field of e-mobility, or green energy. Basically, we manufacture AC charging stations for electric vehicles. Those AC charging stations can supply up to 22 kW power. We also have a strong software team and all our chargers have computers inside, so we can program the computers remotely and make them work as smart chargers. We do not only work as a charging point operator, but also offer different business models to our clients and those models now include us, as a charging point operator at your locations, and licenses for our software. We make our sockets here – they are all assembled in Vilnius. We receive and process different parts from various countries, mainly in Europe. Since we don’t have our production line ready in terms of the economy, we are forced to outsource the main parts. If we get bigger in the future, we might even be able to produce everything locally. In which direction are we moving in terms of grid development in Lithuania? The current electricity grid was not made for a so many chargers, and we could invest billions of euros to renovate the grid, or we could split some parts of the investment to support measures and enable the current grid to balance the needed energy distribution through smart solutions. After all, we always have access to petrol and diesel, which can be supplied almost everywhere. It is necessary to have a similar supply of chargers in urban areas. Therefore, we should be able to recharge at our favourite shopping mall, near our home, our workplace and at certain destination chargers. Destination charger means that we should build chargers everywhere our cars spend most of their time. We do not need to renew the grid, we just need a smart distribution of charging points. That is why we should spend more money on supporting people’s electric vehicle purchases and investing in smart balancing solutions. What is the main advantage of your technology compared to other COPs and charging systems which can be found in Lithuania? One big point is that we manufacture everything by ourselves and we have our own R&D team. The other thing is that we supply a solution based on power balancing and therefore the name of the company is Inbalance. This means that our charging stations can be installed at lower power, yet still distribute maximum AC that charges up to 22 kW by balancing the available power of the grid in real time. I mentioned our software solutions inside the hardware, and they really help us to save on costs for expensive power reservations and grid updates or expensive grid renovations. As a result of this, we can also prevent any reconstruction-related environmental pollution. The main aspect of our concept is the first level of balancing – the distribution and use of power from one socket to another. Remember that an AC standard destination charger could supply up to 22 kW. However, a smaller EV could only take about 7 kW, while the 22 kW is still reserved on this socket, no matter if the vehicle only takes 7 kW. So, what we did was to take the remaining 15 kW and distribute it to another socket. We have a 22 kW reservation on the next one and 15 kW on top, where a large EV can charge, taking at maximum of 11 kW. So, we still have 26 kW left which we can distribute to another charger. With limited power consideration, we can charge a greater number of chargers. These balancing solutions allow us to have an optimized power supply based on demand and that’s only the first level of balancing. Now we are working on levels two and three of balancing. Talking about the second level of dynamic load management (DLM), the building level, which means, if we already took the maximum power that was reserved for chargers in the first level, the system would demand additional power from a building, which has a huge general reservation that is never used completely. We are cooperating with PALINK, for example, and are working on retail stores that have the perfect locations in neighbourhoods where people would like to charge their cars at night. During that time, retail stores have plenty of spare power which could be used for charging. In this case, both the retail store and the EV owners would benefit from this development. We hope that our cooperation with PALINK and the study case of 1st and 2nd level DLM will lead us to the REWE group so we can pitch our ideas there. The third level of grid balancing is at a district, city or even country level, which could also integrate a large share of renewable energy into the transport sector. What are your next big steps regarding the development of your company? We recently opened our first location in Latvia in Riga. Quite soon, we will have more charging points in Latvia. We will soon be ready to set up our first installations in Estonia, mainly in Tallinn and Tartu. Another of our target markets is Poland, which has a huge potential to become one of the leaders in terms of electrical vehicles in the region. They have already started to establish businesses there which partnered with us, and we pitched our solutions to retailers and real estate funds.
